An additional point I just learned from an event industry blog. The attack occurred as the magnetometers were being dismantled. According to past procedures once the event started inside the ballroom, the screening area is taken down. That would have been in the event management plan with specific start time. That’s not unusual. In this instance the security seam was being ripped apart just as this guy launched his attack. The after action on this incident will have to revisit the size and scope of the security perimeter.

In the history of warfare, combatants on the offensive often seek to attack at the seam between defending units. The idea is that a military unit is cohesive and well coordinated, but the seam between two defending military units is likely to be less cohesive, less well coordinated and there may be gaps in the defense along that seam. Now I know everything is preliminary and I could be wrong with what I am about to say, but it appears that both the Butler shooter and last night's shooter sought to attack along the seam between the inner Secret Service cordon and the outer local police cordon. Somebody may want to take a look at that.
