由於網路技術與使用者內容，隨時間及趨勢會有改變，產品及服務的設計也會需要與時俱進，因此對於系統性責任的要求，以及問責機制的設計，應該保持彈性，並採取適合台灣數位經濟市場規模與特性的作法，由台灣的多方治理機制研擬出責任的基準。

因此，最重要的是確保公民社會在網路治理架構上發揮影響力，積極監督網路平台與政府單位，一方面提升企業的問責性、督促平台降低有害內容造成的負面影響，另一方面權衡政府執法的準則如何堅守民主社會的言論自由。在涉及基本民主價值的議題時，我們不認同私人企業或政府機關單獨做出過多的決策。

世界各國的政府對於言論自由與內容管理有截然不同的手段。今年4月，唐鳳政委代表台灣簽署了由美國發起的「自由網路宣言」，承諾政府應避免採取強制手段，限制或甚至關閉網際網路服務，以及要在符合國際人權法，包括表意自由，免於言論審查，及符合必要性及比例原則等方式，減少網路上的非法內容。
