Congratulated for insightful action by Joe Sulmona nd I reserving right-of-way for Canada Line when YVR planning terminal expansion. At the time I was planning (RAV study - becomes Canada Line) 2 stations at YVR - would have given us 14 stations.

Albeit, location of Capstan Station doesn't make much sense. The station should have gone out to YVR for the people employed in freight forwarding and employees working east of terminal. But developers paying the costs of new station so what choice?

Transit alert: Canada Line - what bothered me about the Canada Line was we ended up with 13 stations. Now, with the new Capstan Station in Richmond, 14 stations.

Do we have a problem? The rate of Variants of Concern clocked by BC_CDC shows rate of occurrence in specimen for Delta (India(B.1.617.2)) has just exceeded 30% in B.C. with 30% during July 04 – July 10. This is duplicating rates for first wave of Covid-19 in BC.

I argue much of the blame stems from Public Health Emergency of International Concern (PHEIC) declaration 30 Jan 2020 not followed. Health authorities including B.C. and Canada waited for WHO to announce Pandemic, mid- March , thus allowing the virus to spread out of control.
