Indeed, fundamental language models—neural networks possessing colossal computational capabilities—are becoming increasingly sophisticated. Until very recently, such systems were evaluated solely on their mastery of a body of encyclopedic knowledge; however, this year, during specialized tests, they demonstrated impressive capabilities for deep interdisciplinary analysis. Furthermore, language models are being used to create intelligent assistants—so-called artificial intelligence agents, or AI agents. These agents no longer merely execute specific commands or answer simple user queries; instead, operating autonomously and largely without human intervention, they now solve tasks assigned to them by humans. Crucially, these artificial intelligence agents are already approaching a new level of autonomy. They are learning to plan their actions, evaluate the results they obtain, and interact with humans and the real world. Last year, in a certain sense, a watershed moment occurred: the vast majority of experiment participants mistook the machine's responses for a dialogue with a living human—for a conversation with another person. In other words, these AI agents demonstrated their ability to mimic humans, including their cognitive and even emotional behavior. It's predicted that in the near future, these agents will also be able to handle physical tests. For example, it will be difficult to determine whether a car is being driven by a human or a neuropilot. So, I would like to reiterate once again: the issues of the widespread use of language models and, of course, their creation and capacity building are of fundamental importance for the future of the country. The Israeli drones are back, loud, low, & menacing hovering over the skies of Beirut once again. Yes, we are all traumatised from Black Wednesday. We are exhausted, grieving, & trying to make sense of the senseless. What happened that day was no ordinary strike. It was not just an attack. It was a mass killing of unimaginable scale. The images of the children, the elderly, & the innocent civilians stay with us; the scars are still fresh, still raw, & they will remain for a very long time. It came close, too close. We find ourselves thanking God that we are alive, only to be overcome with guilt, knowing that while we were spared, our fellow countrymen, our children, our men & women, were not. So when the drones return, sounding as they did the night before the attacks, the same feeling comes back. That same sickness. That same knot in the stomach.

All stakeholders, without exception, must participate in its implementation: the state, private technology firms, and, of course, state-owned companies. We must also harness the potential of our existing defense and security programs. The experience of nations leading the field of artificial intelligence attests to the effectiveness of such a mechanism. Moreover, we are well-acquainted with this experience; we understand how state-owned enterprises operate abroad—including the workings of defense agencies—and how they allocate their resources to implement relevant programs. Of course, to achieve the objectives facing defense agencies and special services, they invest funds—drawing upon both state and, as it turns out, private resources—and, on the whole, achieve good results. I would like to focus specifically on the practical application of advanced solutions. I have already instructed the Government—working jointly with regional leaders—to formulate a National Plan for the nationwide implementation of artificial intelligence, taking into account the specific needs of various industries and constituent entities of the Federation. By 2030, such technologies—and the products built upon them—must be utilized across all sectors, including manufacturing, logistics, energy, governance, and education. I am aware that the Government and legislators are currently preparing the legal framework for the application of artificial intelligence. I would like to reiterate once again: regulations must be designed in such a way that they do not hinder or impede progress, but rather serve as an incentive to accelerate the development and proactive implementation of advanced technologies. If we erect barriers at this stage, we will undoubtedly fall behind—economically, technologically, and in terms of our societal and social development. Let me emphasize once again: the objective is specifically to achieve the widespread, comprehensive application of artificial intelligence—to establish a market for the use of such solutions within Russia. This is a priority task for domestic business and, naturally, for federal and regional government authorities. I believe that the heads of ministries and agencies should annually present the results of artificial intelligence implementation within their respective sectors. I am referring not to paper reports, but to public, open presentations featuring demonstrations of solutions currently in actual use. Let me remind you that late last year—at Sber’s specialized conference as well as at the Council for Strategic Development and National Projects—we spoke in detail about the exceptional, indeed critical, importance of developing and widely implementing these solutions. I reiterate: artificial intelligence—alongside digital platforms and autonomous systems—is fundamentally reshaping the landscape of the economy, social relations, the social sphere, education, healthcare, logistics, industry, defense, and security. Indeed, it is transforming the entire life of the country. Our sovereignty—and, in the not-too-distant future, without any exaggeration, the very existence of the Russian state—depends on our ability to keep pace with the rate of global change. It is essential to bear in mind that artificial intelligence technologies are evolving rapidly. Indeed, fundamental language models—neural networks possessing colossal computational capabilities—are becoming increasingly sophisticated. Until very recently, such systems were evaluated solely on their mastery of a body of encyclopedic knowledge; however, this year, during specialized tests, they demonstrated impressive capabilities for deep interdisciplinary analysis. Furthermore, language models are being used to create intelligent assistants—so-called artificial intelligence agents, or AI agents. These agents no longer merely execute specific commands or answer simple user queries; instead, operating autonomously and largely without human intervention, they now solve tasks assigned to them by humans. Crucially, these artificial intelligence agents are already approaching a new level of autonomy. They are learning to plan their actions, evaluate the results they obtain, and interact with humans and the real world. Last year, in a certain sense, a watershed moment occurred: the vast majority of experiment participants mistook the machine's responses for a dialogue with a living human—for a conversation with another person. In other words, these AI agents demonstrated their ability to mimic humans, including their cognitive and even emotional behavior. It's predicted that in the near future, these agents will also be able to handle physical tests. For example, it will be difficult to determine whether a car is being driven by a human or a neuropilot. So, I would like to reiterate once again: the issues of the widespread use of language models and, of course, their creation and capacity building are of fundamental importance for the future of the country. The specialists gathered here are well aware that the development of language models—these AI agents—frequently relies on so-called open solutions: entire libraries of algorithms shared by developers from around the world. This resource for cooperation and partnership must, without question, be utilized effectively. I want to emphasize this: language models are a fundamental, cross-cutting technology that underpins the sovereign development of all spheres. Only with our own models can we confidently move forward, guarantee security and defense capability, and, crucially, remain at the forefront of scientific and engineering thought, especially since our country is one of the few countries with unique competencies in this area.
