Notice how the artist has disabled pressure sensitivity on his brush entirely. This is so he can get more consistent and uniform lines faster. Pen pressure off is the standard for a lot of animators working in the industry because it's just easier to get clean lines when there's no line weight variability. If you'd still like some weight variation, you can do a line weight pass after your basic line art is down. Disabling pressure sensitivity is not for everybody. If you want to try it, it's going to take some getting-used-to. There's going to be an adjustment period.
