This is correct. I think it's not a great business practice for agencies to run raffle deals, because it's basically a way to farm desperate people for your own gain. But at the same time, if you call yourself a "creator" and do paid posts for $50 USD that aren't even guaranteed, you kinda deserve what is coming. Obviously, I'm not saying you should never monetize, god knows I do it. But if you monetize for peanuts at the beginning of your journey, you destroy your chances of ever making real money later
