A new bill introduced in Congress would create a national rebate program aimed at boosting the use of “cool roofs” across U.S. residential and commercial properties.
What’s happening: Three Democratic lawmakers — North Carolina Rep. Valerie Foushee, Missouri Rep. Emanuel Cleaver II, and California Rep. Raul Ruiz — introduced the Cool Roof Rebate Act last month, in an effort to lower home temperatures and reduce energy costs.
The bill, which had previously been introduced in both 2024 and 2025 but failed to move forward, would provide rebates to eligible households — determined by “exposure to extreme heat and median income of the residence’s zip code” — that install cool roof products that have been “tested and verified by the Cool Roof Ratings Council,” according to the announcement.
It would authorize up to $25 million in household rebates annually across all 50 states through fiscal year 2029.
What they’re saying: “I introduced the Cool Roof Rebate Act after hearing from constituents across the district who are already struggling with high utility bills and looking for practical solutions that match the conditions they are living in today,” Congresswoman Foushee told Homepros.

I also had the opportunity to present @NCSSM alum @Astro_Christina with my resolution designating May 20th as National Women in Aerospace Day which recognizes the work of trailblazing women throughout history, including Dr. Koch.
The barriers Dr. Koch continues to break is an important reminder to women around the world that we too can make lasting change and deserve the opportunity to do so.

Today, I introduced a War Powers Resolution to end Trump’s illegal and immoral war with Iran that has claimed the lives of American servicemembers and thousands of civilians abroad.
We cannot stand by as Republicans lie and claim our government cannot afford to fund healthcare and SNAP while spending billions on this war that is endangering so many lives.

The short deadline our government gives STEM international students to find a sponsor for their work visa is increasingly unrealistic in Trump's economy. I’m introducing the Stop the Brain Drain Act to extend the period that graduates on F-1 student visas can remain in the United States. This bill is an important step to provide international students, who've graduated from our universities, opportunities for success without having to leave the country.
