Proficiency rates fall from 30.52% in Grade 3 to just 0.47% by Grade 12. In practical terms, while roughly one in three children begins school with foundational skills, only four out of every 1,000 senior high students graduate with the advanced problem-solving, analytical thinking, and critical reasoning abilities required for modern work and life. Experts point to an early and compounding “learning gap” that, if left unaddressed, could lead to a generational crisis in workforce readiness.
