The lobby issue is now resolved, so you should be able to create lobbies without getting that pesky access denied error. I apologize for the inconvenience!

Hello all, it seems as a result of becoming Free to Play, players are unable to create lobbies now. I am currently working on a fix for this that will be out shortly. Thank you to everyone who reported the issue, and sorry for the inconvenience!
