The entire R73m was looted through RFQs which are from R0 to R1m orders. The exact same thing was done at Tembisa Hospital. The problem is Auditors are so focused on big BIDs(R1m+) and don't look at the small RFQs. Also there isn't much transparency with RFQs, tenders are fairly transparent now.
