This happens at the departure gate (not at check-in counters) at the BIA. These officials from the SLBFE hassle and check every local’s passport to verify if they are traveling for business/holiday or a migrant worker/settler. If a local is traveling for business/holiday they are asked to produce a return ticket to the official. If it’s a migrant worker, they must show the SLBFE registration or pay the fee and obtain registration at the counter at BIA. These officials are always very rude, especially to women whom they suspect are traveling to seek employment overseas (without a work visa). The SLBFE has no legal authority to check the passports of locals at departure gates like this and hassle them. They certainly don’t have the authority to stop anyone from traveling overseas. Only the Department of Immigration and Emigration at the airport's immigration counters are legally authorised to check passports and allow travel.
