I think this is wrong. Ryabkov specifically said that this about notifications required by the [New START] treaty. Missile launch notifications are covered by the 1988 agreement. Moscow said explicitly said that these will continue

@russianforces @AP You may be right, and Russia may indeed continue to keep sending the notices under the 1988 agreement. Ryabkov. however, chose not to specify that, keeping everyone guessing what Moscow's plan is. I updated our piece to reflect that possibility and the uncertainty surrounding it.
