Muting someone immediately mutes their text-to-speech (thanks Daniel). Also, volume properly restored from saved settings.

Oops, we need /t for something else, so the shortcut for /tts is now /s -- just think "Speak."

Fixed a bug where text-to-speech language wasn't always propagated when you join a channel. Also /t now works like /tts for less typing.
