A fundamental lesson from my posts these last two weeks on modernization, industrial policy, and development is that development economics should be about understanding why South Korea got rich but Bolivia did not. The current field has largely given up on that question. Sharply identified RCTs on small micro programs are a fine way to publish in the AER and get tenure at a fancy university, but a profession that knows everything about microfinance impact evaluations and almost nothing about industrialization has misallocated its own intellectual capital on a pretty heroic scale. @adonye_w This is my view. Electricity markets are dominated by industrial users and you have to get a surplus there then you do mass electrification. But we have it the other way the big guys are offgrid and we are trying to equilibrate the shortfall with tarrifs. Wont work

@adonye_w Correct. With hindsight the entire program design was doomed. Btw the power ministry and the regulator there is enough blame to go round. Where to go from here is the real issue now. And it has to be something radical

Raising tariffs as a means of covering the sector shortfall while actual supply remains weak will force more folks to go offgrid as we are seeing with solar. But solar cannot replace grid power and nigeria needs grid power as a key input for industrialisation and development

Most discos have no headroom to invest given their highly leveraged capital structure, transmission remains challenged now with decentralisation we are going to get greater fragmentation at state level which will make recovery more difficult for the guys gencos and gas suppliers
