首相のホクホク発言。問題なのは為替変動ではなく、財政状況悪化が通貨としての円の信用を毀損、長期的に円安が進むと懸念されていることである。財政拡張を進める首相が円安容認するので財政状況と通貨の信用の関係を理解しているのかという懸念が高まる。これを論じました。

UAEのフジャイラがイラン軍の攻撃を受けたようです。
地上施設とターミナルゾーンが破壊されたが，パイプラインには被害がなかったと報じられています。
なお「NASA FIRMSで大規模な熱源を検出」という画像が出回りました。私が再確認したところ，そうした状況はみられません。フェイク画像だったと思われます。

Updates: Authorities in Fujairah have confirmed a fire at the Fujairah Oil Industries Zone (FOIZ) caused by a drone strike originating from Iran. Gulf News mentions only surface facilities and terminal zone damage. Implied no pipeline damage. Tasnim, the IRGC media say "It's the place where the UAE tries to bypass the Strait of Hormuz" IRGC chose to target soft targets rather than engage with US Navy after declaring they would annihilate any US Navy ships crossing their red line. This exposes that they are not as strong as they claim. Furthermore, targeting the UAE in response to a humanitarian freedom of navigation operation will destroy any remaining international sympathy they may have

そういう意味では正直がっかりさせられた。元岸田首相の新FOIPの方がずっと深掘り感があった。 三本柱での具体策提示はいいと思う。ただそれを打ち出す前提が弱いので，響きが鈍い。

岸田首相自身が外相経験あったし、木原副長官も外務副大臣、政務官の経験を踏まえて目を光らせていたからかもですね。重要案件は副長官のクリアを取る必要があったと理解しています。

やはり本当だった。アメリカとしてはこれで海峡封鎖をとければよし、攻撃されたら反撃する口実を得るもよしということ。多くの人が指摘しているようにトンキン湾事件の再発が予想される。地上軍の派遣というシナリオがその先にあるのでは。それは泥沼。

高市総理演説の「安全保障分野におけるＯＤＡ」についても、開発協力大綱(2023)との整合性を政府はどう説明するのだろうか。私個人はODA/OSAのシームレスな連携に賛成だが、この論点には強い異論も多く、有識者会議報告書も開発協力大綱も、非軍事原則を堅持しつつ慎重な書き方に着地した経緯がある。

FOIP発展史を鑑みると、今回の高市総理の政策演説は外務省のいう「アップデート」以上のものだ。中身はかなり踏み込んでいるのに、外からは「経済安全保障を厚くした実務路線」として受け取られ、戦略ナラティブとしては立ち上がり切っていない。
