Kilbourne pleaded guilty to second-degree assault and third-degree terroristic threatening. The incident occurred on July 28, 2023, in Carroll County during a multi-county pursuit of an armed suspect driving a stolen vehicle. Kilbourne joined the chase after dispatch alerted him.
