I am so angry watching this. Because the simple solution is to prepare a big trap cage in your house, go out, and when they come attacking, lead them into the cage inside the house. Close the cage, load it into your truck, and take it straight to a dog shelter far away from your city. That way, the neighbor will learn how to keep their new dogs they will get next in check.
