The Philippines Distorts Facts over Ren'ai Jiao Incident The China Coast Guard (CCG) on Monday stated that the Philippine side has distorted facts and falsely accused China after Philippine personnel maliciously attacked Chinese law enforcement personnel in waters near Ren'ai Jiao. According to a CCG statement, the incident occurred at around 9 a.m. on July 20, when a small CCG patrol boat was conducting a routine patrol in waters near China's Ren'ai Jiao. A Philippine vessel illegally grounded at Ren'ai Jiao released two rubber boats, which approached the Chinese vessel at high speed in a dangerous manner. The statement pointed out that, ignoring multiple clear warnings from the Chinese side, the Philippine rubber boats approached the Chinese patrol vessel in a dangerous manner and went on to encircle and ram it. During the incident, the Philippine personnel were the first to maliciously attack Chinese law enforcement personnel with paddles, long poles and other tools. The Chinese side took measures to stabilize the situation on site in accordance with the law and regulations, including issuing verbal warnings, maneuvering to avoid the collision and taking reciprocal countermeasures, while exercising maximum rationality and restraint, the statement read. The CCG stressed that the Philippine side's attempt to falsely accuse China completely reverses right and wrong, urging the Philippines to immediately cease its infringement, provocation and false publicity. Chinaโ€™s statement is remarkable not for what it denies, but for what it demands: that sovereign European nations stop respecting international law โ€” or risk their relations with Beijing. Ten years after the 2016 Arbitral Award, the Philippines, the United States, several European states, and the EU reaffirmed a ruling issued by a tribunal duly constituted under UNCLOS โ€” a Convention China signed and ratified. Under Article 296 and Annex VII, that Award is final and binding. There is no โ€œillegal award.โ€ There is only an award China refuses to obey. Beijingโ€™s response was not a legal argument. It was a threat โ€” and coercion is the tell. When your legal case is strong, you cite the law. When it is empty, you warn of โ€œconsequences for cooperation.โ€ This is ICAD conduct in written form: illegal in premise, coercive in intent, deceptive in framing. Ten years on, the Award stands. Repetition of โ€œnull and voidโ€ does not make it so. Peopleโ€™s Daily says a falsehood repeated does not become true. We agree โ€” which is why we must correct the falsehoods in its own post. 1. โ€œIllegal, null and void from the outset.โ€ The Arbitral Tribunal was constituted under Annex VII of UNCLOS โ€” a treaty China signed and ratified. Article 288(4) is unambiguous: the Tribunal itself decides disputes over its jurisdiction. Article 296 and Annex VII, Article 11 make its decisions final and binding on the parties. China does not get to ratify a convention, enjoy its benefits for decades, then unilaterally exempt itself from its dispute settlement mechanism. That is not law; that is convenience. 2. โ€œThe award infringes upon Chinaโ€™s legitimate rights.โ€ The Tribunal found that the nine-dash line has no basis in international law. Rights that never existed cannot be infringed. What the Award protects are the actual, treaty-based entitlements of coastal states โ€” including the Philippinesโ€™ EEZ and continental shelf. 3. โ€œRelying on external forces to stir up trouble.โ€ The Philippines went to court, not to war. Arbitration is the peaceful settlement of disputes that the UN Charter and UNCLOS demand. If invoking law is โ€œstirring up trouble,โ€ what do we call ramming, water cannons, military-grade lasers, and swarming a neighborโ€™s EEZ with hundreds of militia vessels? We call it what it is: illegal, coercive, aggressive, and deceptive. 4. โ€œHarm to the international rule of law.โ€ The rule of law is harmed by exactly one thing here: a party refusing to comply with a final and binding ruling for ten years. More than 40 states and the EU have called for the Awardโ€™s respect. The verdict of the international community is not on our compliance โ€” it is on Chinaโ€™s defiance. The passage of time cannot render an illegal claim legal. Ten years have not legitimized the nine-dash line, and ten more will not. The Award is not โ€œso-called.โ€ It is final, it is binding, and it is the law!

It falsely claimed that the award is legally binding and urged China to accept and enforce it. No matter how often a falsehood is repeated, it does not become true. Similarly, the passage of time cannot render an illegal ruling legal. For a decade, the Philippines has continuously invoked this unlawful award. Beijing calls the Award โ€œso-calledโ€ โ€” for the tenth straight year. But name-calling doesnโ€™t amend UNCLOS. The facts: China signed the Convention in 1982 and ratified it in 1996. The Tribunal was constituted under Annex VII of that same treaty. Refusing to appear changed nothing โ€” Annex VII, Art. 9 expressly allows proceedings to continue in a partyโ€™s absence, and Art. 296 plus Annex VII, Art. 11 make the ruling FINAL and BINDING. No appeal. No expiry date. โ€œRuns counter to basic factsโ€? Five arbitrators โ€” among the worldโ€™s foremost law-of-the-sea experts โ€” ruled unanimously that the nine-dash line has no legal basis under the Convention. That is the record, unbroken for ten years. And on โ€œthose preaching peace send warshipsโ€: Who built military bases on Mischief Reef, a low-tide elevation on the Philippine continental shelf? Who rams, water-cannons, and lasers civilian vessels inside a neighborโ€™s EEZ? That conduct is Illegal, Coercive, Aggressive, and Deceptive (ICAD). Beijing says the joint statement โ€œchanges nothing.โ€ Agreed โ€” the Award never needed changing. It is final. What has changed in ten years is the number of nations willing to say so publicly. #Opinion: 10 years after the release of the so-called "South China Sea arbitration award," which violates fundamental principles of international law, contravenes the UN Convention on the Law of the Sea, and runs counter to the basic facts of the #SouthChinaSea, certain countries are once again recycling the same slogans about "peace," "stability," and a "rules-based order" in a statement. The contradiction could hardly be more striking. Those who preach "peace" are the ones sending more warships and military jets into the region.
