While the entire country was preoccupied with news of the Senate incident last Thursday, the Chinese Communist Party continues to swarm various maritime features in the West Philippine Sea. During the routine Maritime Domain Awareness flight conducted by the Philippine Coast Guard last Thursday—with Sen. Kiko Pangilinan onboard—the PCG documented the presence of nearly 30 Chinese Maritime Militia (CMM) vessels surrounding Pagasa Island, along with more than 20 additional CMM vessels at Escoda Shoal. It is worth noting that the CMM presence around Pagasa Island violates our territorial sea, while their presence at Escoda Shoal infringes on our sovereign rights. It is also worth mentioning that, on our return flight to Manila, the CCP’s illegally reclaimed military base at Ayungin Shoal fired flares at our plane as it passed through Panganiban Reef.

According to 𝐑𝐞𝐚𝐫 𝐀𝐝𝐦𝐢𝐫𝐚𝐥 𝐉𝐚𝐲 𝐓𝐚𝐫𝐫𝐢𝐞𝐥𝐚, the 𝐏𝐂𝐆 𝐈𝐬𝐥𝐚𝐧𝐝𝐞𝐫 4177 𝐦𝐨𝐧𝐢𝐭𝐨𝐫𝐞𝐝 𝐭𝐡𝐞 𝐂𝐡𝐢𝐧𝐞𝐬𝐞 𝐨𝐜𝐞𝐚𝐧𝐨𝐠𝐫𝐚𝐩𝐡𝐢𝐜 𝐫𝐞𝐬𝐞𝐚𝐫𝐜𝐡 𝐯𝐞𝐬𝐬𝐞𝐥 "𝐗𝐢𝐚𝐧𝐠 𝐘𝐚𝐧𝐠 𝐇𝐨𝐧𝐠 33" together with 𝐂𝐡𝐢𝐧𝐞𝐬𝐞 𝐂𝐨𝐚𝐬𝐭 𝐆𝐮𝐚𝐫𝐝 (𝐂𝐂𝐆) 𝐯𝐞𝐬𝐬𝐞𝐥 5309, which was found stationary approximately 7.34 nautical miles west of Rozul Reef. Based on Canada’s Dark Vessel Detection (DVD) system, the "𝐗𝐢𝐚𝐧𝐠 𝐘𝐚𝐧𝐠 𝐇𝐨𝐧𝐠 33" departed China on April 15 and has since been systematically conducting survey activities across multiple features within the Philippine Exclusive Economic Zone. Moreover, PCG aircraft further monitored 28 𝐂𝐡𝐢𝐧𝐞𝐬𝐞 𝐌𝐚𝐫𝐢𝐭𝐢𝐦𝐞 𝐌𝐢𝐥𝐢𝐭𝐢𝐚 𝐯𝐞𝐬𝐬𝐞𝐥𝐬 anchored alongside one another and scattered around Cay 1 and Cay 2. As a sovereign nation, the Philippines has the inherent right to conduct military exercises with any country, including the United States and Japan. We possess the strategic autonomy to decide which security partnerships to strengthen and which alliances to build in pursuit of our national interest. I fully agree with @dndphl Secretary Gilbert Teodoro. China has no business interfering in or concerning itself with our sovereign decisions. As he rightly stated, we alone determine our defense and security policies based on what best serves our national interests.

The location referred to by the Chinese Embassy is Pagasa Island and the Pagasa Cays, which form an integral part of the Kalayaan Island Group of the Philippines. These features have never been part of China. The recent activity in this area was undertaken by Philippine civil society and was not the result of any deployment or operation ordered by the Philippine government. This area lies several hundred nautical miles from the Chinese mainland. It therefore cannot infringe upon any legitimate Chinese territorial sovereignty, as none exists here under international law. China cannot substantiate its objection by referencing nearby Zamora Reef, which it has unlawfully reclaimed and occupied. The 2016 Arbitral Award, which is final, binding, and based on UNCLOS, has clearly established that such features fall outside China’s lawful claims. Any linkage between the two disregards the rules of international law that China claims to respect. China’s reference to the 2002 Declaration on the Conduct of Parties in the South China Sea (DOC) is inconsistent with its conduct. It was China that violated the spirit and letter of the DOC by undertaking massive illegal reclamation, militarizing artificial islands, and employing persistent threats and the use of force against Philippine vessels and fishermen. The Philippines has consistently upheld the DOC. Lastly, China’s assertion that it is enforcing maritime law is without foundation. Its very presence in the area — constructed through unlawful reclamation, artificial island building, and militarization in direct violation of UNCLOS and the 2016 Arbitral Award — constitutes the most egregious breach of the relevant international legal framework.

PCG TO DEPLOY AIRCRAFT AND VESSELS TO CHALLENGE AND DRIVE AWAY CHINESE RESEARCH VESSELS CONDUCTING ILLEGAL MARINE SCIENTIFIC RESEARCH The Philippine Coast Guard (PCG) has detected four Chinese research vessels operating in the vicinity of Philippine waters using Canada’s Dark Vessel Detection (DVD) System. Based on the observed movements and activities of these vessels, the PCG has determined that they are conducting illegal marine scientific research without the legal authority or prior consent of the Philippine government, in clear violation of the United Nations Convention on the Law of the Sea (UNCLOS). The following vessels with their advanced research capabilities were observed in the indicated positions: • XIANGYANGHONG 33 – an advanced oceanographic survey vessel of the Xiang Yang Hong class, equipped for deep-sea research, seafloor mapping, geophysical exploration, and support of submersibles – was lying-to at Latitude 10.503101° N, Longitude 115.717853° E, approximately 140.47 nautical miles northwest off Rizal, Palawan, and within the vicinity of Quirino Atoll. • SHI YAN 1 – a SWATH-hulled research vessel specialized in marine science and hydro-acoustics, featuring dynamic positioning, noise reduction, and advanced sensors for precise geophysical and acoustic data collection – was underway at Latitude 20.568514° N, Longitude 119.815389° E, approximately 118 nautical miles west off Itbayat, Batanes. • JIA GENG – a modern deep-sea research vessel equipped with acoustic sensors, weather radars, and capable of deploying unmanned underwater vehicles for multidisciplinary oceanographic studies – was underway at Latitude 21.912450° N, Longitude 122.940958° E, approximately 88.36 nautical miles northeast off Itbayat, Batanes. • ZHUHAIYUN – the world’s first intelligent drone mothership, designed to deploy and control over 50 unmanned aerial, surface, and underwater vehicles simultaneously for comprehensive three-dimensional ocean surveys, with autonomous navigation capabilities – was lying-to at Latitude 16.665000° N, Longitude 116.830000° E, approximately 102.11 nautical miles northwest off BDM (alternatively, 171.18 nautical miles west off Bolinao, Pangasinan). The Philippine Coast Guard will immediately deploy aircraft and vessels to challenge these Chinese Research Vessels (CRVs) and drive them away from Philippine waters. The PCG continues to closely monitor their movements in accordance with Philippine laws, international maritime law, and UNCLOS. “In furtherance of the policy directive of President Ferdinand R Marcos Jr, the Philippine Coast Guard remains steadfast in safeguarding the country’s maritime domain.
