Looks like a close one for me. Soto is coming off solid weeks in Bucaramanga (took the title in both singles and doubles) and San Luis Potosi (QF in singles and SF in doubles) and the altitude conditions here suits him very well.
Clarke is always difficult to predict. On the right day his ceiling is definitely higher than Soto´s, but he is struggling with consistency, as he has been over the past seasons and is coming from slow conditions in Bucharest, while the altitude conditions can take some getting used to.
If Soto is not too fatigued from 2 weeks with many matches, I think he should have a solid shot at winning this, and while Clarke might be the better overall player, there is definitely an advantage for Soto re form and conditions.

Partly because he´s coming off a good week in Alicante and has improved quite significantly from the baseline, getting more used to playing Challenger level tennis - and partly due to the conditions in Menorca with heavy wind, just as yesterday. While it´s not necessarilly a decisive factor, the level of wind will have an impact on all matches and I could see Kopp struggling more to cope with it than Quilez. Kopp relies on his serve and likes to play flat and aggressive, which requires solid timing - very tricky in these conditions, while Quilez plays with more topspin and margin and can fall back to a low error margin and a solid defense. Quilez is good enough to win in normal conditions and I´d argue that the wind will trouble Kopp more than him today.
