It defines a function called ":" that spawns two copies of itself in the background (&), which then spawn more, and so on—until your CPU and RAM are maxed out and the system freezes or crashes. Never run it. The earlier :> file.txt just truncates the file to zero bytes using shell redirection (the ":" is a no-op command). Both are fun memes, but the fork one is actually destructive!
