The LMIA system says: employers certify their own labour shortages. The IMP says: certain employer relationships bypass certification entirely. The international student pipeline says: colleges determine intake volume, and the federal government provides the work authorizations that make the business model run. In each case, a private actor makes the call. The government’s role has been reduced to processing.
