THE IRONY IS that Black Republican Representatives serve districts with strikingly low Black populations:
Burgess Owens (UT-4): ~1.3% Black
Byron Donalds (FL-19): ~6% Black
Wesley Hunt (TX-38): ~10% Black
John James (MI-10): ~13% Black
All are well below the national Black population average of ~13.6–14%.
Most Black Democrats represent districts that are about 40–60% Black.
In contrast, Black Republicans tend to be elected in majority-White districts with broad support from White and other non-Black voters.
However, Black Democrats often depend on heavily Black districts since White Democratic voters rarely choose Black candidates.
Black voters also show a strong preference for co-racial candidates, suggesting they vote based on race rather than merits or policy.
This is why Democrats rely so heavily on racial gerrymandering.
The reality is, if you want to see more Black representatives, encourage more Black people to join the Republican Party.

What Clyburn is saying here is actually very important. The court found a way to rule that a 75% white district (higher than SC’s total non Hispanic white pop.) is legal if you call it a political gerrymander, but a 40 or 45% Black district is an illegal racial gerrymander.
