That's the visual effect for the Signal Jammer consumable! Signal Jammer messes with how other runners, the UESC, and other sensor systems perceive you. It temporarily makes you un-pingable, lets you walk through Claymore and Proximity Mines without triggering them, hides you from thermal scopes, prevents a few proximity-based detectors from working, and of course blurs your model which makes it harder for enemies to tell which shell you're playing, where you're aiming/facing, and so on.

The visual design of this game feels like a breath of fresh air. It actually reminds me of all the design principles we studied back in art school. Honestly, I wouldn’t be surprised if this is what the future ends up looking like. Sci fi technology doesn’t always have to be industrial, brutalism and dark like in Alien;it can also be colorful, sleek, and elegant, like in Marathon. My respect to the art directors and artists that worked in this game in Bungie. Everything they’ve created since destiny, the music, the visuals, the gameplay, has been deeply inspiring to me and continues to influence my own stories.
