DEPUTY Speaker Paolo Ortega V of La Union said the latest survey on the impeachment case against Vice President Sara Z. Duterte sends a clear and uncomfortable message for her camp: Filipinos want evidence, accountability, and the truth — not noise, not excuses, and not political theater. Ortega, endorser of the 4th impeachment complaint, issued the statement after the release of the latest WR Numero Philippine Public Opinion Monitor survey showing that when asked what should be the main basis of congressmen in voting on the impeachment of Duterte, 42 percent said lawmakers should consider the opinion of the Filipino people, while 29 percent said the vote should be based on the strength or weakness of the evidence. #younggunsph #20thCongress #BagongPilipinas

House Majority Leader Ferdinand Alexander “Sandro” A. Marcos of Ilocos Norte is pushing for the passage of a measure that would require higher education institutions to provide free academic records to fresh graduates and adopt digital systems to streamline their release. House Bill (HB) No. 8701, or the Academic and Labor Pathways Assistance for Students (ALPAS) Act, targets fresh graduates, defined as those within 12 months from graduation, and aims to remove financial and administrative barriers they face when applying for jobs. #younggunsph #bagongpilipinas #20thCongress

Deputy Speaker Paolo Ortega V: Deputy Speaker Ortega: Violence Against Women in Politics an Attack on Democracy – Defending Women Leaders Is Every Filipino’s Fight Deputy Speaker Francisco Paolo P. Ortega V joined legislators across party lines in endorsing the Prevention of Violence Against Women in Politics Act — a bill declaring that the battle to protect women from discrimination and violence in the political sphere transcends every divide and belongs to the entire nation. “Nandito kami para sumuporta sa bill na ito, walang kulay, walang paksyon kundi tunay na layunin upang tuldukan na ang pangmamaliit at pambabastos sa mga kababaihan at mga kababaihan sa gobyerno,” the Deputy Speaker said. Deputy Speaker Ortega stressed that this is not solely a women’s issue, nor is it confined to any single political camp. “When a woman is attacked, threatened, shamed, or driven out of politics because of her gender, it is not just her voice that is silenced—it is our democracy that is weakened,” he said. “Every Filipino has a stake in making politics safe and inclusive. Ending VAWP opens the door for fresh, independent, non-dynastic leaders, reduces the grip of systemic corruption, and accelerates national progress through the full and fearless participation of women in governance.” He called on Congress, all political parties, digital platforms, civil society organizations, and ordinary citizens to stand united behind the bill. “This is not about left or right, administration or opposition. This is about right and wrong. Protecting women in politics protects the future of our country—and that is everyone’s responsibility.” Deputy Speaker Ortega would like to thank the people behind this bill, including Mrs. Mika Ortega, Maya Tamayo co-founder and Co-executive director of Bayi inc, Bayi, Inc., LakasBayi Feminist Leadership Network, the Office of Cong. Leila de Lima, the Center for Liberalism and Democracy (CLD), COMELEC Gender and Development Office, Hiraya, Human Rights and People Empowerment Center (HRPEC), the Office of Cong. Ann Matibag, Pantay, the Senate Economic Planning Office (SEPO), and the UP Center for Women and Gender Studies (UPCWGS). He would also like to acknowledge his fellow legislators, led by Rep. Leila M. de Lima, who stood against Violence Against Women in Politics: Leila M. de Lima, Ann Matibag, Arlene "Kaka" J. Bag-ao, Bernadette S. Barbers, Julienne "Jam" L. Baronda, Midy N. Cua, Victoria Co-Pilar, Gerville "Jinky" Luistro, Janice Degamo, Rachel Margueritte B. Del Mar, Cielo Krisel B. Lagman, Janette L. Garin, Dadah Kiram Ismula, Kristine Singson-Meehan, Anna Veloso-Tuazon, Baby Aline Vargas-Alfonso, Linabelle Ruth R. Villarica, Ysabel Anna Victoria Zamora, JC M. Abalos, Ziaur-Rahman "Zia" Alonto Adiong, Benjamin C. Agarao Jr., Adrian Michael, Javier Miguel Lopez Benitez, Percival V. Cendaña, Joel R. Chua, Niko Raul S.J. Daza, Jose Manuel "Chel" Diokno, Ernesto M. Dionisio Jr., Edgar R. Erice, Jaime R. Fresnedi, Christopher Sheen P. Gonzales, Jefferson F. Khonghun, Jernie Singson, Lordan G. Suan, Alfonzo V. Umali Jr., Terry L. Ridon, Ronald Singson, Alfonso Umali Jr., and Eduardo R. Rama Jr. The bill defines and criminalizes Violence Against Women in Politics (VAWP) and Gender-Based Political Violence (GBPV) as distinct, politically motivated offenses. It targets the full spectrum of abuse—physical attacks, sexual harassment, psychological torment, economic sabotage, institutional exclusion, symbolic degradation, and especially the rapidly evolving forms of technology-facilitated violence including gendered disinformation, deepfakes, doxxing, slut-shaming, coordinated online harassment, and brigading—that are weaponized to silence, shame, intimidate, or permanently exclude women from political life. The persistent threat of VAWP continues to deter countless capable women, particularly those from marginalized communities including young leaders, indigenous women, LGBTQIA+ individuals, persons with disabilities, and solo parents, whose vulnerabilities are often compounded by intersecting forms of bias and exclusion. The proposed law treats VAWP as a serious assault on democratic participation. When committed during electoral processes, such acts are classified as election offenses punishable by one to six years of imprisonment without probation, disqualification from holding public office, and loss of the right to vote. End.

The House Committee on Suffrage and Electoral Reforms of the consolidated Anti-Political Dynasty bill anchored on a second-degree prohibition, calling it a decisive step toward enforcing a long-standing constitutional mandate. The committee, chaired by Lanao del Sur Rep. Zia Alonto Adiong, adopted House Bill No. 6671, principally authored by Speaker Dy and House Majority Leader Ferdinand Alexander “Sandro” A. Marcos, as the working draft of the consolidated measure. The approved version bars political dynasties within the second degree of consanguinity or affinity, effectively prohibiting arrangements such as mayor-and-vice mayor spouses, siblings serving simultaneously as senators, and a father serving as governor while a child serves as a provincial board member in the same province. #younggunsph #bagongpilipinas #20thCongress

Congressman Zia Alonto Adiong, Chairperson of the House Committee on Suffrage and Electoral Reforms and Representative of the 1st District of Lanao del Sur, led the second public consultation on anti-political dynasty legislation, in UP Cebu Performing Arts Hall today. The event focused on the 24 proposed measures aimed at defining and implementing the constitutional ban on political dynasties as outlined in Article II, Section 26 of the 1987 Philippine Constitution. If today’s Philippines is in loving hands then let us express that love through responsible participation, thoughtful debate, and principled engagement. Love of country requires action. This is your opportunity to speak. It is our duty, as your representatives, to listen." Deputy Speaker Paolo Ortega V of La Union said “serious and disturbing” allegations of unexplained wealth and omissions in Vice President Sara Duterte’s Statements of Assets, Liabilities and Net Worth (SALNs) compelled him to endorse the fourth impeachment complaint against her. The complaint, filed by lawyer Nathaniel Cabrera, places the Vice President’s alleged undisclosed assets and wealth disproportionate to lawful income at the center of the case and calls for a forensic review of bank records and property transactions. “This is about constitutional accountability — the SALN is mandatory and must be complete and truthful, and any undeclared asset or unexplained wealth is a grave issue,” Ortega said on the impeachment complaint that he endorsed together with House Committee on Human Rights Chairman Bienvenido “Benny” Abante Jr. of Manila. #younggunsph #bagongpilipinas #20thCongress
