You can only mine a university like this if it's not an active fighting zone, otherwise you'd bomb it. Meaning destroying the university wasn't done to hunt Hamas fighters there but instead as part of an effort to destroy Gazan civil society, presumably to prevent the eventual resumption of normal life.
