No, it’s not related to this proverb.
Наш слон is a meme used to describe someone who is ‘based’ and on ‘our side’. At first the conservatives used it, and then it was reclaimed by the general public.
The followers of Kats first used this meme to propel Nadezhdin (somewhat ironically) and then to propel Davankov (100% ironically).
