He رحمه الله starts by saying:
“I am not an unrealistic man, nor am I advocating for a reckless revolution against the laws (the laws that go against the sharia). I believe that the harm of violence now outweighs its benefit. Rather, I stand before you calling for calm and productive work within the framework of natural progression, so that we may achieve our goal of making our laws a reflection of our Sharia. I know that this cannot be achieved in a day, nor in two days, nor in a year or two.
First, I wish to clarify a point to dispel any misconceptions about our cause. I have been known among my brothers and acquaintances for defending scholars in general and the Sharia judiciary in particular. Some people may think that my call leads to a conflict of this kind.
But no, the matter is far more serious than that, and our aim is nobler than to turn it into a struggle between two factions or a confrontation between two groups. What we seek is the removal of the humiliation imposed on Muslims and the dignity that has been denied to their Sharia through the imposition of these foreign laws."
𝗛𝗲 𝘁𝗵𝗲𝗻 𝘀𝗽𝗲𝗮𝗸𝘀 𝘁𝗼 𝘁𝗵𝗲 𝗹𝗲𝗴𝗶𝘀𝗹𝗮𝘁𝗼𝗿𝘀 𝗶𝗻 𝗘𝗴𝘆𝗽𝘁 𝗮𝗻𝗱 𝘀𝗮𝘆𝘀:
“O men of the legislation in Egypt, I start my call with you, for you are the ones with authority in the land, and the power to command and forbid (matters in the nation) in your hands. You are the ones who make the laws, and your committees are currently working on modifying them according to the principles of 𝗺𝗼𝗱𝗲𝗿𝗻 legislation. Let us come to a common word between us, where we join hands and work sincerely for the sake of God.
You are more knowledgeable about the intricacies of legislation, and we are more knowledgeable about the Quran, the Sunnah, and matters regarding the Sharia; if we cooperate, we will produce the best outcomes!”

He says:
“I call you to abandon the fanaticism for the legislation of the Europeans and their opinions. I do not say that we will abandon our fanaticism for Islam; rather, I invite you to join us in being passionate about it, 𝗳𝗼𝗿 𝘆𝗼𝘂 𝗮𝗿𝗲 𝗠𝘂𝘀𝗹𝗶𝗺𝘀 𝗹𝗶𝗸𝗲 𝘂𝘀.
