I've seen several claims over the past two weeks that the United States "needs" Israel is because it provides the US with critically-needed intelligence. This is incorrect. It also ignores Israeli espionage inside the United States. A brief overview of both: First, the intelligence Israel provides Washington pertains to actors and conflicts only relevant to the United States because of the special relationship. The intelligence provided is on Israel’s adversaries. If Israel perceives them as threatening, it behooves Israel to provide the United States with this intelligence—they do not need American political, economic, or security incentives to do so. Moreover, this intelligence is often alarmist and politically motivated to push the United States toward confronting Israel’s enemies. Washington maintains a global intelligence apparatus more than capable of surveilling America’s adversaries without Israel. Second, there is a long history of Israeli espionage both inside the United States and targeting Americans abroad. The US intelligence community has highlighted this threat for decades—a leaked CIA document from 1979 discussing Israel’s foreign intelligence operations noted the United States is at the top of Israeli intelligence priorities, while US intel officials testifying to Congress in 2014 described Israel’s espionage activities in America as “unrivaled.” Israel and the lobby also go to great lengths to work around the Foreign Agents Registration Act (FARA) in their attempt to influence Washington. So long as Israel feels like it can continue such behavior without repurcussions, why would it ever stop?
