Yes, always. One cycle ends, another begins. Cycles overlap and take longer than we think they will. We have a very narrow view, not a long view. Everything is constantly cycling. We're living in a period of rapid changes right now, and things will not continue as they have been. The old power structures are failing, but new ones begin.
