Ashok Khemka was far more miserable after Modi came to power and installed Khattar as CM Haryana. He could survive Congress regime but not Modi! For instance, Khemka once told me, under Modi-Khattar dispensation he was shunted to a non existent archeology'department which had its office in a garage, with just one peon by way of staff! Under Modi only those officers have done well who are willing to be servile rubber stamps and do hit jobs for him
