I'm not sure what constitutes as an "all out battle". Azula's typical tactic is to stack the deck in her favor. She doesn't usually do fair fights or 1v1s unless she gets caught in the moment, as well as she has to genuinely think she can beat you. She fought Aang when he was undertrained and once when he was exhausted. Fighting a fully trained avatar who is ready to go just doesn't seem like something she would do. She would try to manipulate Korra, and Korra is very susceptible to being manipulated. Conversely, a fully trained avatar is supposed to be unbeatable, especially with the avatar state, but Korra doesn't have the synergy of her past lives so I don't know how much that nerfed her. She was still able to overpower Kuvira with it, so I would assume it still puts her above everyone else. With all that being said, assuming no psychological issues, I'd say Korra wins with no prep time, but Azula wins with prep time.
