How does ILMP do it? Because it operates under the judiciary and spans all provinces, it functions as the primary gatekeeper of death certification and, according to officials within the system, a bottleneck where information can be controlled, delayed, or suppressed. According to witnesses, burnt bodies, dismembered parts, and fragmented tissue arrive in bulk at forensic facilities. These remains are not being identified properly, and are being “distributed” to families without appropriate verification. There is also refusal to distinguish between categories of the deceased, particularly between protesters and members of the security forces.
