I'd assume he's motor carrier enforcement. When it comes to inspections most beat cops and run of the mill law enforcement has zero concept of dot regs and how to do a real inspection of trucks, driver, logs, etc. The fact this guy knew the out of service specs on straps tells me they have a huge securement issue and focus and he does this everyday.

We had six fatal load securement expert witness litigation cases just in quarter one 2025.
People will argue that we have the worst drivers on the road but then they'll argue that we shouldn't load securement endorsement or open deck endorsement.
100% why we need open deck endorsement right here.
Cargo securement violations are consistently Top 10–Top 15 violations in roadside inspections. Companies give driver's keys and just tell them to go get it It's insane.
