🩺 When Stewardship Fails, the Nation Bleeds ✍️ Dr. Anthony Leachon Physician | Independent Health Reform Advocate | Filipino I read with quiet sadness the recent admission by Health Secretary Ted Herbosa before Congress: that he does not know where the remainder of the ₱89.9 billion in PhilHealth funds went Only a portion, he said, was used to pay health workers’ allowances. The rest was handled by the Department of Finance. This is not just a lapse in detail. It is a lapse in duty. As Health Secretary, one is not merely a manager of programs. One is a steward of lives. Of laws. Of legacies. The Sin Tax Law, signed in 2012, was a promise to fund health through sacrifice. The Universal Health Care Law, signed in 2019, was a promise to make care a right, not a privilege. Both were violated when PhilHealth was defunded. Both were betrayed when ₱89.9 billion was redirected to pork-laden infrastructure—now under scrutiny for ghost projects and flood control scandals. And now, we are told that the funds vanished into bureaucratic fog. That no one knows exactly where they went. That it’s someone else’s responsibility. But floods don’t wait for accountability. Hospitals don’t run on ambiguity. Patients don’t survive on press briefings. We see the consequences: Leptospirosis in flood-ravaged communities. Overflowing wards. Underfunded clinics. And a nation still waiting for the promise of Zero Balance Billing—a promise that should have been led, defended, and delivered by the very office entrusted with our care. This is not about blame. It is about responsibility. I say this not with bitterness, but with conviction. Because public health is not a line item. It is the soul of a nation. We must do better. We must care enough to ask where every centavo went. We must fight hard enough to make it right. Because when stewardship fails, the nation bleeds. Replication stress, frequently observed in rapidly dividing cells, and exogenous factors, such as ultraviolet and ionizing radiation, tobacco smoke, and certain chemicals, can result in genome instability. Early genetic events in the life of cancer cells, such as changes in the maintenance of telomeric length, or the activation of an oncogene can lead to genome instability. Loss-of-function variants in genes encoding tumor suppressor proteins, such as those that mediate DNA repair and cell-cycle checkpoints, can also contribute to an unstable genome. I can't remember any time before where one can find PMFTC in the same photo as the DOH @Teddybird Secretary. 😅 and the First Lady; now we completely understand why Philhealth has been defunded. Health of the people is not the priority. So much conflict of interest. Never in our lifetime has there been such a thing. But it’s real.
