Focusing on an arbitrary MPH over having your eyes one the road is a misguided attempt by NYC to increase costs for drivers rather than promote safety. The leeway should be 5 MPH, then $50 for every additional 5MPH over 20MPH. And 20MPH on Major NYC Roads is retarded and a good way to drive people out if NYC while the people who stay has to suffer from slow traffic, spoiled foods/beverage, and increased pollutants because cars are operating on city MPG rather than more efficient highway MPG, and Hybrids are not effectively recharging thus wearing the battery out quicker.

PRISCILLA'S LAW NOW! This is a woman that was hit by a biker that didn’t stop for a red light at 40th St & Queens Blvd. She was crossing from the Lowery St. Subway Station. The bicyclist was “filtering” through traffic that was stopped for the light. The NYPD Officer that was on scene let the bicyclist go, allegedly because he was a minor. She needed an ambulance, I’m guessing she got the bill for that ride. The Bicyclists need to be licensed and insured.
