They need two things: 1) Uncorrupted courts 2) Declassifictions across several topic areas Or they can't do a transparent case for the public. They won't even be able to tell what is real or not yet. Most of this whole thing has probably been them figuring out what position they were in and then buying time to address the foundations. The most applicable and strategic route to this... we are on right now.
