God isn't a conscious entity. The only reason to be conscious is to be able to make decisions, and since God is all loving and consistent with that love, he does not make decisions. God is goodness. He is the right choice. He is that which makes life possible. He is the moral objective standard, your "Universally Preferable Behavior." People follow him whether they know it or not because in order to live you must find at least some goodness. The ancients didn't know exactly what they were looking at when they discovered that there was such a thing as goodness. They personified him, made stories of him to talk about what he was like. He could hold up cities with a hand full of people aligned with him, and without him would bring horrors unimaginable. It's fun to speculate on this personification of God, but the living God, the actual force of goodness that allows life to exist, is not some thinking persona that makes decisions, casts people into lakes of fire, and sits on a throne in the clouds. He is a law of reality, all choices that are good and enable life. Walk with him and be perfect, or walk away from him and turn to ash in the forever march of time eternal.
