A simple lesson in representative government in the United States.
Every state has two senators no matter their population size; these are the people that serve in the Senate.
People elected to the House of Representatives come from districts in that state and the number of districts are based upon population so states have different numbers of Representatives.
Gerrymandering is what happens when those districts are given boundaries to purposely ensure that most people in that District will vote for one party. I've included a map of Jim Jordan's District, you can see the boundaries are not exactly straight and avoid any population centers because that would bring in more democratic voters. This is why he wins year after year and remains in the House of Representatives.

Because her rural District voted for her but not all of Colorado. Most of Colorado despises her just like the rest of the nation!
