Each, in their own register, reproduced the constitutional grammar of the English colonial state while presenting that reproduction as neutral legal analysis. The pattern was consistent & the conclusions predetermined. The international law of decolonisation was systematically absent from every submission. Stephen Tierney is Professor of Constitutional Theory at the University of Edinburgh; a Scottish university operating under the conditions of English colonial occupation, with often fewer than ten percent Scottish-born professors in its own institutions. He is founding Director of the Edinburgh Centre for Constitutional Law; a former Deputy Head of Edinburgh Law School; Distinguished Global Professor of Law at Notre Dame; Honorary King's Counsel; Fellow of the Royal Society of Edinburgh; Senior Fellow of the Centre on Constitutional Change, which attracted approximately five million pounds in grant funding over four years; and held an ESRC Brexit Priority grant and an Australian Research Council grant. Since 2015 he has been Legal Adviser to the House of Lords Constitution Committee; the unelected upper chamber of the English colonial Parliament, an institution to which no Scottish person has ever been democratically elected; a paid advisory role advertised at £375 per day. He served as special adviser to the Scottish Independence Bill Committee from 2012 to 2013, helping design the process that produced the 2014 colonial, non-binding consultation. The accumulation of these positions; Chair at Edinburgh, founding Director of the Edinburgh Centre for Constitutional Law, paid adviser to the House of Lords, architect of the 2014 process, beneficiary of substantial research funding within the colonial British academic ecosystem; makes Tierney not an outside scholar applying expertise to Scotland's question.
