We did take out their navy. But there are still boats out there. Speed boats, fishing boats, etc. that can be used to drop mines. And they're likely tucked in all over the coast. We're in a dangerous phase right now. It's a bunch of ragtag units, with no top leadership, but access to the munitions. Everything tucked into mountainsides and underground bunkers.
