The whole point is that nobody really knew what Team Flare did to the region. Xerosic was only arrested in the postgame because he controlled Emma doing bad things, not because he's a Team Flare member and Flare is evil. Nobody knew what Team Flare did. That is the whole point.

Seen too many people asking "Why are the Team Flare scientists living a normal life in Lumiose City? Aren't they huge criminals who did horrible things and should be put to jail?" And my friend. If you read the manga, you will know this is nothing wierd. Allow me to explain.
