Simply - Caleb Williams is the best play-making QB in football, and is learning the nuances of the game at an excellerated rate which will most likely make him the best QB in football by Age 25 (next season).

This framing misses the "why" here which is a lot of confirmation of priors, but it's an otherwise useful heuristic.
(I don't think Caleb is "very bad" most of the time, but he's not anywhere near as good as his best plays most of the time)

Caleb Williams has the opposite problem of Jordan Love. Love is consistently very good, but his bad throws are often so egregiously bad that they go viral. Caleb is consistently very bad, but his good throws are often so egregiously good looking that they go viral.
