🚨Congressman Nick Begich just introduced landmark Strategic Bitcoin Reserve legislation. ARMA — the American Reserve Modernization Act — would put the U.S. Strategic Bitcoin Reserve on permanent legal footing: requiring 20 year long-term Bitcoin holdings, budget-neutral acquisition strategies, and federal custody standards. River CEO @Leishman built a time-lock encryption oracle as a side project. Upload a file, choose when it should be unlockable, and the system encrypts it with an RSA key that only becomes available at the specified time. Anyone with the encrypted file can decrypt it in their browser once the key is released. It publishes RSA keys for each minute over the next 30 days, then releases the corresponding private key at the top of each new minute. Works in the browser for humans and via curl and openssl for developers and AI agents. Use cases: delayed data access, embargoes, sending messages or files to the future, or anything else that needs a trustless time delay.

As the 10 Year US Treasury yield explodes higher, pay close attention to what new Fed Chair Warsh and other officials say in the coming days and weeks. Why? 1. The 10 Year is the benchmark for just about all consumer borrowing rates in the US, including credit cards, auto loans, and mortgages. 2. The Fed controls the overnight rate by voting on the Fed Funds Target. But the 10 Year is set by the bond market itself. Buyers and sellers voting on inflation, credit risk, and Treasury supply in real time. 3. To keep consumer rates from following the 10 Year higher, the Fed has one tool left in the kit. Print money and buy the bonds themselves to force yields lower. Yield Curve Control. And that is what drives excess money supply and the next leg of asset inflation. Their words, and any fancy new acronyms, will be your first clue.

Correction: The BRCA itself remains intact in the CLARITY Act. The change removed a rule of construction in a separate provision that already excluded non-controlling developers. The core developer protections from the Blockchain Regulatory Certainty Act were not stripped. Section 301 discussions are ongoing ahead of the floor vote.

Last-minute negotiations between Banking Committee Republicans and Democrats this morning led to a compromise that removed language from the Blockchain Regulatory Certainty Act (BRCA) in Section 301 of the CLARITY Act. This is significant. The BRCA was the provision that explicitly protected noncustodial software developers from being classified as money transmitters. It was the direct response to the Tornado Cash and Samourai Wallet prosecutions, the carve-out that Senators Grassley and Lummis negotiated to shield good-faith developers while preserving prosecutors' ability to go after those who knowingly facilitate crime. That language has now been stripped to secure bipartisan votes. DeFi advocates are already raising alarms, saying the move could gut critical protections for software developers as the bill moves to the full Senate. Despite the concession, Senator Mark Warner (D-VA) still did not vote to advance the bill, even after positively referencing the changes during the markup. Senator Bernie Moreno said during the hearing that there's "still work to be done on Section 301," signaling that negotiations on developer protections will continue as the Banking Committee and Agriculture Committee merge their texts ahead of a floor vote. The bill passed committee 15-9. But the developer protection language that made this bill matter to the people actually building in Bitcoin just got traded away for votes that didn't even materialize.
