The Minister in the South African Presidency, Khumbudzo Ntshavheni, has said the South African government will not allow vigilantism where groups of people demand immigration status documentation from foreign nationals, stressing that this is the responsibility of authorised state officials, not self-appointed mobs on the streets. She said these vigilante groups are not only harassing foreign nationals, but are also targeting South Africans who do not speak a certain language (Zulu), exposing how dangerous and discriminatory such behaviour has become. Her remarks come amid growing concern over rising xenophobic tensions and the increasing normalisation of intimidation, harassment, and unlawful street-level immigration enforcement by civilians. Investigations are increasingly pointing towards the involvement of a third hand, a foreign state actor allegedly exploiting genuine public frustrations and funding the chaos for its own strategic interests. What may have started as legitimate concerns around unemployment, crime and social pressure is now showing signs of possible manipulation by external forces seeking to deepen instability, inflame xenophobic tensions and weaken social cohesion in South Africa.
