Per most legal definitions of gambling, point 2 is unarguable. Point 1 and 3 are where Valves legal team work hard to separate with claims that input and output are of no monetary value. Terminals !absolutely! distance box monetization mechanics from legal definitions of gambling (at least in the most important geo-locations ie, US/EU). When you say “other forms” although you may be correct that there is elements of chance, all of this comes directly down to ‘legal definition(s) of gambling’ in which most legislations around gambling does not extend beyond that described above. China has extremely strict gambling laws, yet not even their legal systems sees it fit to go after Valve. Let that simmer.

@n8ncs Point number 2 isn't entirely correct as you always get something no matter what. In "other" forms of gambling getting something is never a guarantee, unlike a case or even a tradeup for that matter.
