I don't think it has anything to do with people not caring. It's more just that it's not registering to them that she's drowning. They don't recognize it. Most adults mentally don't believe that another adult will be drowning in water shallow enough to stand up in. All the keyboard heroes on here would be those exact people in that moment. You can't jump to someone's salvation if you don't even realize that they're in actual trouble.
