I understand the point but this would basically give those who are better off and have more educational opportunities more rights than those who were not given the same opportunity. I think Vivek has some decent ideas. I would disagree with this one. Not to mention it would never pass as an amendment. Require more civics education in all public and private high schools instead. Require that students pass the test to graduate, not vote.
