Is Pult too strong that even with a 56 cards deck can win, or is the format so lame that Tier S decks choose to play 4 blank cards?

@starostamp Reminds me of the time when charizard only needed like 50 cards in deck so they could tech whatever and we got stuff like "control Charizard ex". Decks with powercreep that fully function with 50 cards are pretty good.
