X could easily solve this issue. They could use a hash table to store hashes of original content posted by people/accounts. Then accounts could choose to permit reposting of their content or not. They could even let accounts permit it for % of money earned (the original account would get to specify the percentage). Then X would only be spending time policing content that was stolen and altered and then redistributed.
