Can someone explain why federal agents are now allowed to arrest unarmed, innocent American citizens while depriving them of their Constitutional rights?

A 2-year-old child required medical care after inhaling the chemical agents—adults were vomiting on the sidewalk.
Local elementary school was forced to lock down for recess due to the presence of agents.
People in nearby cars reported that the tear gas caused their ears, nose, and mouth to run—after chemicals seeped into vehicles despite windows rolled up.

You cannot. The point of civil debate and engagement is a good faith discussion of what approach to take on a political issue based on the evidence available and the values of our shared community. The right wing does not do that. You can have that kind of debate with liberals
